i'm very confused by the naming convention

i always thought it was a thing he did depending on the location of the state

I think that like a specific punch or kick has a name of an American state and could be a reference to something in there. But I am guessing the reason they are named that is because All Might is an US inspired hero, going by his looks and color schemes. And with Hori being a huge westaboo, it doesn't surprise me.
