You are talking One Piece and i got a question, are the Marine more bad guys than the minor/major bad Pirates? sometimes it seems like that with many corrupted admirals etc.

I think it's just the fact that the man who invaded a government facility, defeated the strongest secret government agency leader and survived a buster call to save a single nakama is also the same man who puts chopsticks in his nose to make funny faces

Also, regarding that

Let's say the problem is not the Marine by itself, it's more the world government

@Ryushin I would say they are certainly portrayed as bad guys. Especially since our point of view is from the pirates side as them being the good guys

Whose integrants think are better than anyone else, so they are above the law

But many pirates are troublemakers, you can be sure of that
