But my friend has 170 cost and I haven't broken 100

You need to level up and unlock the nodes in the avatar boards

Those increase overall cost

So I need to buy them and upgrade them?

Nope! Those you'll unlock naturally as you level up

There are Avatar Boards that could help w/ cost and AP.

There should be a filter to single them out.

I bought the beginner one for 100

If you do the story missions, you'll get most of them

So I'd start there
