According to a youtuber known as Sonny Novus: ||Xehanort's mother is Verdandi.

In Norse mythology, there are three "sisters of fate". Skuld, Urd and Verdandi. We have a Skuld and we have a Urd. We need to draw the line between Norse lore and just using Norse names. Skuld and Urd aren't sisters in KH obviously, they just use the names. But we know that both Skuld and Urd have a connection with Xehanort; Skuld was friends with Player and Urd was Xehanort's classmate. It was only natural to assume that we'd see Verdandi show up sooner or later, and I think in this Finale we just did. The three are described as "playing a role in shaping fate/destiny". Xehanort's mother shaped his fate when she sent him to Destiny Islands.||

With this being said, I think it's likely for her not to be Xehanort's biological mother, but for Xehanort to actually be a Jesus/Moses type deal where he was taken in. She bares striking similarities to Eraqus; the hair, the eyes, the high class robes indicating "blue blood" status. Regardless, her name could still be Verdandi and I'm gonna lean towards that.
