No, Eraqus genuinely is the idiot in the story. Xehanort flat out told him what he wanted to do but he still trusted him afterwards. Eraqus never warned his disciples or anything on that matter which is where the downfall began.

Xehanort mustve had to pass some very difficult speech checks to get people to trust him.
