Xehanort wanted a keyblade "war" to find out what would happen

As far as eraqus knows, hes not sure if xehanort gave up that goal.

Because Terra is the one out of the loop in this situation. The worst thing Terra did was let out his darkness in the last battle, which ended up with Xehanort taking over his body.
