It still feels a little hypocritical that in 358/2 Days, Xion told Roxas to set Kingdom Hearts free, only to beg for Riku to stop Roxas five minutes later.

At this point, both Roxas and Riku can remember Xion, to some extent
As shown by Riku, after that encounter, going "It's a struggle to remember even her name now" Something like that. But she still does exist in their minds

My understanding was that Roxas throwing the keyblade to Riku was due to the influence of the remaining memory, or perhaps some of her own memories clinging to roxas on their way back into sora

I always took him throwing the keyblade as him trying to hit riku

but riku catches it
