Yep, it's like they have this huge reference pool to draw from, and based on what they need, that's what they will pull from the Legends brand of Star Wars related mythos.

fioni's the one that pulled stuff from legends into canon. ie bane and darksaber and thawn

Legends kinda culls the pool of the less than desirable stuff from the collective lore..

While leaving huge doors open for the really cool stuff

I mean he's not exactly not canon. He can be canon if Disney wills it. He's basically maybe canon like the rest of Legends.

Also Luuke isn't even part of a weird story if you have context. The Thrawn Trilogy is really good.
