maybe its head canon but i like to think its the Terra in xemans speaking then he gets to fade away and the current real Terra gets to be happy and he feels lonly and sad about it

Xemnas being only terras base negative emotions honestly makes him a little more tragic

"I need more rage. I need more hearts"

And the way I think of it. They are all the versions of xheanort who had their own experiences and have memories of everythong they did as the past xehanort did But the old man himself did not experience those and does not share their own memories. so in a sense making them their own people.

In kh2 he did

He thought of them as beneath him but also had the dream of seeing them all have hearts and give them true existence

Because unlike most heartless who lack the ability to think grunt nobodies all can think

They can probably grow a heart but there's not much they can do in that body.
