so you'll need them around to show growth to the city

here's the thing, they were developed yes, but they aren't as important as people are making them out to be

if they were, you risk having too many developed characters and being overbearing

and that is where things get sloppy

they are alive and that's great! but they don't have as much importance as the main party nor will they have as much importance as they did this time in the future
