like what does "particular circumstances" even mean

If I think about particular circumstances I would expect cutscenes or the one area in God of War Ragnarok that just looks pretty, has no real combat sequences and still drops to 50 fps

Either it means vrr high fps or 60 all the way

now, DoIphin's DMCA is technicaIIy understandabIe since they provide the GCN and Wii's BIOS in their emuIator buiIt-in, whereas with others you have to find it yourseIf, that way there's no distribution of the consoIe makers stuff
