From my understanding, PSN is required despite Steam access and there are countries that don't have access (includes Ukraine), so they essentially region locked Helldivers and there are refunds being issued.

No, they learned their lesson. From now on it's going to be there from day 1 and unlike Helldivers 2 they won't disable it if the servers can't handle it.
