i am kinda confused why is they called organization 13 i dont think its because of 13 members cuz they did not change it when xion came or any at the CO team vanished to the darknes

Well, Xion isn't technicly a member of Organization XIII. She was just a pupet that was used by the Organization to help collect hearts from Heartless. If you remember in that cutscene, Saix had said "when have we ever been more than XIII?" indicating that he meant that Xion isn't a official member of the Organization. Remember, the Organization is only made up of Nobodies, Xion wasn't a Nobody, just a puppet created from Sora's memories of Kairi. So since she wasn't a actual Nobody, she wasn't a member of the Organization technicly.

Xion's not a real member of the Organization. They really only called her No. XIV to dispell paranoia amongst the other members and make them think that nothing was up. Asides from that, the reason it's called Organization XIII probably has less to do with the coincidental number of members, if they were called that prior to even Roxas' induction.

Well, actually they call themselves Organization XIII because there are 13 members in the Organization. But you're right, the Organization was being made before Roxas even joined the Organization. But if you've looked in some cutscenes, you see that there are 13 chairs that each Org. member sits on depending on their rank. It seems that Xemnas, and maybe some of the other founders of the Organization, only wanted 13 Nobodies.

Exactly , Xemnas only wanted 13 members did u forgot Zexion and Xigbar Scense when he said I found (Marluxia ) but he didn't remember his name and he made Lexeause take his mission for searching Larxene , the point is that Xemnas wanted 13 from the beggining

The number 13 has a curious recurrance in the series, starting chronologically with Mysterious Figure. I'm gonna go with what others said and presume that Xemnas had originally only wanted 13 members.

To be honest, I think the 13 has some higher significance than just the number of members/seats. I don't know what yet, but hopefully it'll be revealed later.

That scene took place before they had all 13 members. By that time there were 11 members in the Organization if I'm not mistaken.
