Xion is an imperfect replica of Sora made from Sora's memories of Kairi. She was was designed to be a fail-safe plan in case the Organization's use for Sora didn't work out. Technicly she isn't a true organization member since she is just a "puppet". She has to be a Nobody in order to actually be a member of Org. 13.

She is a Replica of Sora, given life by his leaked memories. Only true Nobodies can be part of the Organization, that's why there was never a fourteen seat for Xion and why it was never named Organization XIV.

Something to insert is that Xion only looked like herself to a few people. Other people saw her as other things. Xigbar saw Ven, Saix saw a doll. How that works, don't know.

The reason she wasn't counted as a member was because she was just a replica, no more than a puppet in the eyes of the Organization. As Saix says, "Count the chairs. When were we ever more than 13?"

And yeah, what everyone else said, she was made from Sora's leaked memories, specifically ones of Kairi, which was why Sora couldn't wake up for so long.

Why isn't the Organization called Org. 14 when Xion is in it? The Organization is made up of Nobodies, which Xion isn't one. She a replica of Sora made from his memories that Xemnas stole in KH1 FM. She looks like Kairi because Sora's memories were strongest for her.

shes a replica of sora. Also its not organization 14 because when she was defeated by roxas the memories of her started to fade from everyones minds (hence everyone didnt even know she existed and name stayed org. 13)

I have also heard it that the "i" in Xion is the imaginary number "i".

She is a replica of Sora that was intentionally made (by Vexen) to copy Roxas' abilities involving the Keyblade. In order to keep Sora from awakening, they created her from his most precious memories: those of Kairi. This explains why she resembles Kairi. BUT, she looks different to others. Xigbar see's her as Ventus because he remembers Ventus from Radiant Gardens, and because she is technically part of Sora, as well as Ventus, she looks this way to him. Xemnas sees her as Sora, due to "the connection", and Saix sees her as nothing more than a faceless puppet. Axel saw her as this at first, but when he befriended her, he saw as Roxas does.
