I was about to comment on how he said "excuse me", but then they said he was speaking English. That confused me.

 

Then it made me laugh.

Why do the Japanese put really strained accents on when English comes up in anime. I see that a lot but then the english is fine in, like the opening and ending songs. Can someone please explain that to me, if they know?
