You aren't approved because the fanclub doesn't have someone to approve you.  Rules should have been specified.

 

Rules:

• This fanclub has no members.
• In order to join the fanclub, you must be approved by a head member.
• To become a head member, you must first be a member of the club for one month.
• There are no head members due to the fact that no one has been a member.
• No one can approve an application due to the fact that there is no member to do so.
• This fanclub will never have members.

 

I sign up for a non-membership plan and completely written in pencil, I get the rules to approve it, and then erase the "non-".

It is true he has broken the rules.  To prevent any further outbursts, the fanclub of no members asks that no one pay this minor nuisance anymore attention.  Thank you.  You non-membership plan looks good to go, just need to quickly use sharpie on that "non-".  There we go!

The fanclub is it's own entity and it has told me that you are not a member.  Of course no one can say that you can't join, but it is against the rules to join of your own free will.  If it wasn't clear before, breaking the rules means you cannot join period.  The rules are binding contracts that makes it impossible to join, period.  There is no way to join this fanclub and no one will ever be a member.  That is clearly stated in rule 6.  All rules override everything you have said so far.
