Technically this isn't true cause you have the choice to either go to Wonderland or the Coliseum first and you also get the choice on whether you want to go to Atlantica or Halloween Town. So really it all depends on play style.

Yes you have a choice, though based on the difficulty level stars, the list shown is the recommended order. (and quite possibly the official order)
