If there was a city in Land of Departure before it became CO, then the people living there were (and still are I guess) royally firetrucked, since only Aqua knows the way through it. Also, what we've seen of both LoD and CO is very little, and CO seems to be just a castle with endless nothingness surrounding it. So if there's gonna be a city there in KH3, Nomura will have quite some explaining to do

No. I don't mind playing devil's advocate, but I can't think of a way to make that idea work. Too many things would make no sense (like, at least one entire game)

If your talking about the rough trailer, that was a mistake. KH13 later recanted and said that the world with the white buildings was actually called "Cable Town", which is in line with what both Siliconera and KH Insider said. I don't think RG will be replaced, it's too important. It's Kairi's original homeland, the birthplace of Organization XIII and home to all the important FF characters, They could add a town with no explanation necessary, just because we didn't see one, doesn't mean there isn't one. Since TAV's training took place in the castle, there would have been no reason for them to go into town. I mean, the worlds are always changing from one game to the next.
