I mean, I never felt my emotions were wasted, and I honestly am glad she's back, really..

Although consider this; Sora and Kairi bring back Namine and Roxas way earlier, and through Namines command over memories Xion is remembered. Also frankly speaking, it's character assassination for Xion to even be a darkness

I think Vexen legitimately felt remorse for his curiosity at the expense of their fates, though, and wanted to make amends for it.

Alright, I am typing this out as I figure it out. So Nomura had no plans for Xion until Days. Then he created her just so he can make Roxas feel something. All her character amounts to is to just be there for Roxas and die so Roxas can be angry. She is just there to force you to feel something for Roxas at the end. Yeah she got some character moments in Days, but that amounted to absolutely nothing as she was never planned for anything other than to die.
