Story is concept, you develop the concept and then put gameplay.

What each world did was less showing or telling you about the main story but rather the theme of the world being what fuels the main one. Frozen, Tangled and Pirates was about sacrifice for your loved one. Olympus was about the strength to protect others, Toy Story and BH6 was about what the Norts were up to with the Replicas and what they are improving with them.

You can also start with gameplay, of course.

This is something I’ve been saying for a while. KH2 expanded where it matter the most, the combat. But everything else not so much.

KH1 Had themes

But was his first thought "let's make this game with platforming elements and shit?", or "let's make this game with Disney x Final Fantasy"?

KH1 has more has interactive levels than KH2.

Bottom line is much of KH3's issues could be solved by having at least two fully fleshed out OC worlds.

KH started as a crossover idea, everyone knows that.

Come on, in that line of thinking gameplay will always come first because developers are always thinking of new mechanics to add and new systems to implement. I'm talking about the game, when it gains its title and is something more concrete than just an idea in someone's head.
