He can state the obvious that worlds in Kh DO have too much light

that doesn't mean he can't, again, have the motivations to bring about balance

He's saying the world we're a failure due to darkness, but then he said 10 years earlier they failed due to the light. I'm not saying he can't be a
Balanced but his movtives have to be consistent

The worlds have been doing that, and that's not the natural order of tings.. i.e. the world was a failure

But like, he's saying he acted rashly for forging the Keyblade, not for his motives

the thing is, Xehanort seems to lament certain tings, but he carries on, because he believes the means justify the ends

I think the too much dark angle would work, if he wasn't responsible for there being such a vast amount of darkness in the worlds in the first place, he's the one that allowed the heartless to return to the realm of light

He opened the floodgates of ansem reaserch because he knew it would spur kingdom hearts out of the realm of darkness eventually

Some worlds fell to darkness and the Heartless grew prominent in those that were still in the Realm of Light after the experiments as Apprenticenort to the events leading up to AnsemSoD summoning the Door to Darkness, which was closed. Heartless still seemed common enough wherever darkness in people's heart were compared to BbS's era.

Even on a worldline with no Keyblade War, peace is but a dream. In the absence of us and our Master, a "darkness" arrived—one that shall surely lead the World to yet another demise.

here, luxu says this, in report 12

he's essentially implying that, regardless of no eyblade war, darkness will come.. i.e. darkness will inevitably swallow the light, and lgiht will come back, anew.. its a vicious cycle, of the two trying to overtake the other

light and darkness will always be at odds unless you equalize them

That's more so saying that inevitably the darkness grows in people's hearts and eventually destroys themselves
