tbf KH1 Kairi was ok during the release of KH1 because the story was more simple. So her character didn't need to be more

If both Sora and Riku got something, she definitely could have too

But this is also Japan we are talking about

You act as if her being asleep through most of it is a bad thing when it's not.
It's not about how much time she's present, it's about how well the time is utilized.
In the beginning of KH1 she is shown to have her own drive in regards to the raft and acts as a great middle man... great middle woman to the two.
Then when she wakes up she still has her personality, as well as shows courage for asking to go along with Sora.
Then at the end of the game you can see that despite her bringing back Sora from his heartless status because she was a PoH, there was still a deep connection with the two. It's a very effective scene exactly because it's a great pay off to Sora endlessly going after her in KH1.
And then at the end of the game, when we care a lot about both of them, we have the tearjerker ending where they are not able to be together.

I mean Riku's only character development in KH1 was being an asshole

I'm not saying that Kairi is a paragon of writing, but that's KH1's magic, it manages to make us care about the characters and like them and root for them despite how simple it is.

I still want to know how Kairi suddenly could be there at the end, when she was supposed to be in Travers Town

To add onto that, which characters are you talking about that have better personalities than Kairi and the FF characters? Organisation 13? Or the Foretellers?

And I loved Kairi in KH1 and thought she was fairly well written, despite the little that she gets, that little is in and of itself so much.

That was about the FF characters in Destiny Islands

Just because she doesn't get as much screentime as others that doesn't mean she was "always bad"

KH1 gave her a solid characterization, KH2 then weakened it and KH3 firetrucking destroyed it

"destroyed it" is an understatement

I wouldn't say KH2 was a regression, more of a stagnation
