If bbs had jungle book models made, and then cut so they weren't in the final game, is it cut content or not?

Jungle Book was also made far enough that some of the data was still left behind in the game. All there was of Leon, based on interviews is just a polygon model and never made further than that.

Plenty of things that aren't shown to the public, but are in the KH1 ultimania is cut content

The negative meaning that comes out of it. Bunch of stuff happens behind the scenes that never sees the light of day. Not all of it is a cut content because they never go far enough with it.
