I don't think that was meant to be anything, even though there's a switch there I think it's just decoration

I think they did have something they wanted to do but no time so they just closed the area and put a "puzzle" there to firetruck with people

But the puzzle is mandatory, you still have to do it

KH3 Radiant Garden is pretty close to BBS as we can see, though I wonder if the water level is back up like BBS or if it's low like KH2 still
