Twilight Town was built by the same person who turned Daybreak Town into Scala Ed Culm

Okay the proof is simple

During the battle with the replicas in Scala Ed Culm you can avoid them and keep exploring the town , there are 2 keyhole shaped gates and above each one is a Unicorn Icon .. and Twilight Town is the only place in KH world that have Unicorn simples and icons all over the secret mansion

So the reason why it have Unicorn icon is that its made by the same person
