I think he means that Versus XIII is the core and the project that became XV. W/ little updated content of what to expect from being busy in 2013, they switched directors and the name, which also was a setback for the development and release. But that was on top of changing between Crystal Dynamics and Luminous Arc Engine for PS3 being scrapped for the game to the newer one optimized for the current generation of consoles.
