From what I am understanding, Toriyama estate hasn't anything to do with this

It's between Shueisha and an ex editor of them who went to make a Dragon Ball corporate to handle the IP that Toiryama agreed on

Or something like that

Which is why most of the authors got frustrated and left cause of that. Sometime they'd be fine with being limited to do what they want with their creation.
