You cannot alternate between the two linearly

You don't choose unless that happens later in the story

So I cant start with Leon and beat the game with him first then play with grace later ?

Do a grace segment then do a leon segment then do a grace segment etc. The grace part seem to be a bit longer since I think that's the main game and then Leon's your fun action beat him up mode tension relief.
