I think it's more they're not really sure what to do with him. They tried to bring him back in Epic Mickey 1 and 2 but they never really caught on.

They could have done his own game or even a short show, like short episodes

Yeah, it's just hard to visualize what form that would take. Oswald needs, like, his own identity. He needs a personality and character to separate him from the rest of the cast.

The amount of people that actually love Oswald is quite high, which is surprising considering how long we haven't seen him
