Okay back up. My impression of Link's character in BOTW was that he initially spoke at some point but got PTSD which traumatized him into being mute.

Hence, Link is now disabled and could not possibly speak if he tried. But that doesn't account for the dialogue options.

it's not exactly confirmed to be ptsd, but according to zelda herself, he thinks it's "necessary to stay strong and to silently bear any burden"
