Actually, what if a game like that existed? You wouldn't have 20 gokus, just 1 goku (maybe 2 for when he's a kid) and you'd be able to access all his forms through that base character. Maybe give some kind of transformation menu or something

That's what they used to do; Budokai 1 through Tenkaichi 1 (I think) had Kaio-Ken through SS4 goku be one guy, only DB(Kid Goku) was his own guy, which made sense.

Now, I can understand why there's a Kid Goku, a DBZ Goku, and a GT Goku.

But why in the shit are there seperare character slots for Saiyan Arc Goku, SS2 Majin arc goku, GT, Kid, and Super Goku, AND SS Blue, AND Ultra Instinct???
