It's meant to be open but my* personal one going off dialouge and based on the different affection outcomes

it's a combination of her saying goodbye and wanting one last date with him. Plus, as she says "she knows where they stand" which combining with the Gold Saucer, it shows that to me, while she still has lingering feelings for Zack, as realistically most would, she recognizes Cloud as his own unique person, and wants to be with *that Cloud, and wants to confirm their feelings for each other are real.
