I think it matters how you setted up the swimsuits as well, as they give a big bonus.

If you had it setted up that Aerith appreciated the choice of swimsuit more you will probably get her. Same for the other way around for Tifa.

I had everyone with exposed swimsuits

I did pick tifa and red over areith and barret during the boss fight

Ya those help as well quite a bit, I had full approval with everyone but during swimsuits and that of choose who to help I did Tifa and got the date.

Yeah, it's definitely gonna come down to tifa or areith and I really want tifa

Less is more, if you focus on the quests for Tifa to get approval ratings you should be just fine.
