Millions of threads about this. He was talking about Sora, he even said it when he tapped Roxas on the shoulder. Plus, it was after Xemnas saw Sora in Hollow Bastion(KH1 FM) as he said "I've been to see him."

i think he meant sora cause he couldnt remember ven...

but when he said "so,the sleep has taken you again."to comatose roxas,it puts me think,if he remembers ven somehow...

He remembers Ven a bit, but at that time he was talking to Sora, because Xemnas couldn't go to see Ventus and also when Xemnas was passing Roxas, he whispered. 'Sora.' So I think we can safely say he was talking about Sora at that point.

Yes. . . he told Roxas he looks like 'him' and he told Sora more or less the same by calling Sora 'incomplete'. However, it was done in such a way that makes me want to believe he was talking about something more than just Roxas. Xemnas would find it quite interesting that Sora recovered from being a Heartless. Is Sora so incomplete without Roxas if Sora's heart is doing just fine on its own? It's interesting that Xemnas tells Sora he is incomplete, regardless.

What on earth does THAT mean? Think about it. Really. Take it in. And then he tries to say who he is. He could very well be talking to Ventus or Vanitas.... in my honest opinion.

Sora.

Well Sora is 'incomplete'. He doesn't have a body (the body he had at that point is actually something like a projection that Kairi was able to create for Sora. It's very weird and I'm not sure how it works) so he is incomplete. Not to mention he doesn't have quite a few of his memories, because they're inside of Roxas and Xion.

We don't know that Sora's restoration is "actually" something like a projection. I'm not sure where you're getting that from. We don't "actually" know anything about how Kairi's princess powers turned him back into a human or why there was no change in Roxas. He didn't lose his memories until after Chain of Memories. This was before Xion even existed. This was KH1. This was before Ansem, Seeker of Darkness, was even defeated that Xemnas spoke with Sora.

 

We do know that Roxas resembles Ventus, though. Perhaps there was a change in Roxas. Perhaps before Kairi restored Sora, Roxas actually looked like Sora instead (much the same way that Sora helping Ventus inevitably made Vanitas look like an older Sora). We wouldn't have any way of knowing, would we, if Organization XIII hadn't found him yet at that point.

"you look alot like him!".... I think he was talking about sora...idon't understand why roxas can be his nobody if he doesn't look like sora...i know that ventus joined hearts and all....but why couldn't it be sora itself....as a nobody?

......mabey he's referring to both Ven AND Sora. Call it a hunch.

but when he stabed his self with the key of d in kh1 didnt he relase vens heart so maybe that why he looks like ventus and then in kh2 he returned to sora near the end right

To answer the main question: I believe Xemnas was referring to Sora.

 

to answer some questions ssceles asked: While Sora was still at powerful and had a body (of sorts, somehow) he was still without a body. That made him incomplete. I don't think Xemnas had any deeper meaning then that, but I do admit that it is possible.

Also, ssceles, I like your about Roxas starting out looking like Sora till Sora was saved. I think that is a good possibility.

I'm prettysure Xemnas meant Sora, that discussion with Roxas happens not long after his battle with Sora.

Although I always did wonder why he said, he looks alot like you. Personally I can't see too much resemblance between Sora and Roxas.

I'm pretty sure he was supposed to be talking about Sora. It probably isn't Ven, since they haven't found him yet (that would be quite the plot twist). Also, the scene wasn't supposed to be real, but in Roxas' imagination (Sort of a representative scene of Roxas' feelings or something.) Although in days it seems more real...

Anyone else notice, that Xemnas if that was him, was just like MF, he totally just disappeared and reappeared kind of like the way MF introduced himself when you unlock MF as an optional boss.
