It was decided... does he mean that there was something of higher power aidding him? Like perhaps the worlds or other unknown dark entities? Who decided; The universe?

Xehanort arranged the whole shin-dig. Don't think anyone else was involved.

I think it has something to do with time travel. Young Master Xehanort's meddling with the timeline made it so that all the Xehanorts would be destined to gather on that day. I think that's it.

Xehanort believes that the Org's reformation and the X-blade's forging were predetermined. So it was destiny is what he's saying.

He had planned all of this and his plan went well- for the most part. This led him to believe it was destiny and thus giving the impression that "it was decided"

Destiny: quite a wonder really... well when xehanort said that this was decided, he meant that this was going to happen ANYWAY. like that if you win the lottery, smone may think that it was meant to be.

 

HOWEVER i personally believe everything is going to be in a certain way and there are no accidents in the universe. still, if smthing happens it is us who are doing it. God is not controlling you . He just knows how youre going to act and what is going to happen. Common question: if god knows what is going to happen why he wont help from before? the answer is simple... ya never asked for it. Xehanort achieved all this through evil plans, noone helped him, it wasnt decided AND it was decided... what do i mean? read below :)

 

A special time of the human existence is when god came for.. a visit :P He came at THAT time, because probably it was the best time to do so ( if he would come today instead of then for ex, things would be sooo different... maybe much worse ) So he decided for us, and yet... we decide for ourselves.

 

Conclusion: xehanorts plan was going to end up this way, and yet noone interfered, god just knows how youre going to act. So it was decided by xehanort and xehanort alone, while god knew it because he visited our world at a certain time to change the way we think, a time he judged for being the BEST POSSIBLE :D hope i helped you ;) i know what i said is connected with real life and not kh, but its the same rly

Yes. Its name is..........Nomura.

Not only it was destined... Xehanort planned the meeting from the very beginning, when Xehanort's Heartless went to went and told YMX to gather his versions.
