I Have A Twiitter Question...

So I joined Twitter like 2 months ago, so sorry if this is a stupid question. So, I keep trying to follow this author, but each time it says I'm blocked from following him. So I thought, well maybe he has a limit on the number of followers. But, every time I look at his page he gains more and more followers. So, I'm wondering how he gets more followers, when I can't follow him. Anyone have any ideas? Thanks.
