Look at this guy. Raditz, Goku's brother. After dying, he ran off and avoided being sent to Hell. We never saw him after that. Now... Look at this guy:

 

So, what am I getting at here? Well, it's simple. See, Raditz must have ran off to another world. He found that it was filled with ninjas, and quickly adapted to this world. He gained the Sharingan eye, and found a clan known as the Uchiha Clan. Yes, that's right...
