It still takes a TON of money, many, many staff members, and even, no especially dedication. Have you seen how much decent Game Engines and Animation software is worth? Live action movies, with their little behind-the-scenes effects (which, don't get me wrong, are totally awesome) are nothing compared to the work it takes to build a 3D anything from the ground-up.
