Now, yes it sucks big time and it honestly should be almost finished by now but it's not. And there's some fair reasons why.
The game didn't begin full production until after Advent Children Complete was released. The team handling FFXV's cutscenes is the same one who made Advent Children and Advent Children Complete.
Developing a HD game with Crystal Tools isn't easy. As Square Enix learned the hard way with Final Fantasy XIII, it's not easy developing a HD game, let alone one with their own engine. XIII was plagued with development issues as a result, and it was always their priority.
Kingdom Hearts Team members obviously worked on other projects. It's safe to assume that team members went to work on Final Fantasy XIII, Dissidia and Birth by Sleep. Maybe even Final Fantasy XIV: A Realm Reborn.
Development shifted to PlayStation 4. Maybe the biggest one. Going to a brand new engine and a brand new console isn't easy clearly.
Why hasn't it appeared at events since E3 2013? Square Enix are too busy promoting their other titles. Final Fantasy XIV in particular. Atm it's their big new FF game. Even if you don't like MMOs, it's understandable they don't want it overshadowed by what's hopefully one of the greatest Final Fantasy games of all time.
No trailers allows them to focus on developing the game. While we'd all love to see new footage, by not releasing any it allows them to focus solely on the actual game.
Now yes, it still sucks big time and we really want footage and a release window and it might be hard to accept these facts but it's probably all the truth. Also, Nomura clearly sucks at directing HD games...
