Did anybody realize why are all the heartless out in the Kingdom Hearts III trailer? Don't they usually pop out of nowhere when you go real close? ( Unless Bosses or Challenges )

You can chulk it up to the limitations of the Playstation 2 honestly. In their reality Heartless are almost always out and about. remember Hollow Baston in HKII? Filled with heartless. and the 1000 hearless didn't just randomlly appear. Heartless are always around in cities, that is why most of the residents are indoors and away from danger.

I think it's better if the Heartless are not always present, or can be seen from far away. That way, you never when and where they're going to pop up, as they are literally hiding in the shadows, waiting to strike.

That was just a pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-pre-Alpha trailer (a FMV, moreover). I think you shouldn't really brood over that video
