Tabata held a reddit AMA and you can read all the questions/answers here.

Do you think you’ll revisit Crisis Core and Before Crisis and give them the HD treatment?

Hajime Tabata: That’s an interesting question. There are no plans at this time, but I'm curious as to how many fans would be interested in such games.

What’s the target frame rate/resolution for FFXV? What can we expect in Episode Duscae?

Hajime Tabata: Our target for the full version is full-HD (30 fps), but it’s difficult to realize that with the graphics and features we have in the game. In terms of Episode Duscae…you'll find out if Cindy is this game’s “Cid” by playing the demo!

Hmm, this is very interesting.  Let's see what the future holds for these games!  I'm looking forward to XV, and I'd love to see a Remaster of Crisis Core!  I loved that game, and seeing it in HD would be glorious! :D

30 fps. Psh, too chicken to go for 60 huh? JKOf course Cidney is the games Cid. it really couldn't be more obvious. They really should have kept it as Cidney 9in the NA version instead of Cindy.

Good thing FFXV isn't an action game anymore, or the 30 FPS thing would be a much bigger problem

Wait what? Difficult to realize 30fps? Is he really talking about 30? How is it difficult to realize 30fps? 60 sure but 30? I mean, anything below 30 will be very choppy.

I believe he means 1080p.

Even if he wasn't, the difficulty of achieving a specific FPS isn't simply a matter whether it's 30 or 60. It's about the processes going on. FFXV is an open world game. It has a lot of stuff to render simply in terms of geography. Add in the car, party members, special effects, enemy locations, random events (liek aother cars, airships, and NPCs big and small) combined with Square's famously high standard of graphical quality, never mind the giant monsters you can climb on, that you cna supposedly summon at will.

I can pretty easily understand why maintaining a constant framerate would be tricky.

Especially since they want it to be seamless

I'm really hoping Tabata-san thinks of Crisis Core HD on consoles. I believe that fits better than Type-0 does. There's just a feel for it that in my opinion needs a big screen.

Well to be honest it's an RPG and framerate  being 30 or 60 in this case won't change anything

Though the KH series might benefit from 60 fps(not that much though)

that's only the case with turn based RPGs. Even then, the menus in previous FF games have often been 60 FPS even if the game is not, to ensure good raction time

FFXV is a lot less of an action game than it used to be, but it still has a lot it could gain from 60 FPS
