It seems every time something happens in Kingdom Hearts, it was Nomura.
Nomura isn't the sole creator and owner of Kingdom Hearts. He's the character designer and director. He doesn't write the script, he doesn't choose the release date, if a character doesn't make it into the game, there's a good chance it was someone other than Nomura who did it. There's a reason videogames have teams, because no single person could make a game. Nomura also doesn't decide what console a game comes out for (He can give a suggestion, but ultimately it's Square Enixes call)
So seriously, every time a game gets delayed, or a world doesn't make it in, or a character says an odd lien of dialog, pretty much any complaint that doesn't involve character designs, try and remember that it wasn't Nomuras fault, it was probably someone else. Most likely Square Enix and Disneys marketing departments.
