Because Xehanort was forced to change his appearence because someone else was inside him in the first place. The one who started it had the distinct silver hair and golden eyes and whenever the hearts gets passed on to a new vessel that person gets those features as well. That's why Terra became like Xehanort. And the reason he remanes like MX within terra is because he is forced to look like his last vessel for some unxeplained reason. The real heart of Master Xehanort is lost in the darkness, possesed by the first Keyblade Master. Look, my theory is a crazy one I just made up, it's not in any way well thought out or perfect. You can tell that just from his conversation with Eraqus during the teaser. And if he had found the Tome as a boy, then he wouldn't have asked so many thought provoking questions during his report...I don't know, but there's just too much that hints to him having an ancient force within him....even the Keyblade he wields is considered the oldest...
