    I believe it will be unaffected since it's the PokeTransporter app that connects to the internet, not the game cart itself.

    I don't understand the theory of Blue's Raticate. It's proven true. He says "Your Pokemon don't look dead", in the Pokemon Origins second episode, it was explored further. It always has been true. You just didn't know.
