Xehanort causing darkness to spread is probably OK to him because he knows he's gonna wipe the world clean anyway

BBS could give you somewhat of an insight. Before Sora came along the worlds were already being consumed. Donald and Goofy's journey was due to a crisis, so I can only assume that meant there was an increasing amount of heartless appearing .

if you look at the disney worlds there is a darkness and light struggle personified by the antagonists of those films.

Did the heartless finally break through the worlds’ natural barriers and invade?

And looking at KH1’s ending,taking it at face value, it seems many many worlds were restored

Though we do know stars can represent people too

You can consider that a kind of balance. You can assume from that that the worlds already had their constant struggle between light and dark. As people themselves can either rely on the light in their hearts or the darkness. Heartless will appear if they go to an extreme. Well I imagine there was more to it than that.

In 0.2 there did seem to be something happening in the RoD, the heartless themselves might have been weakening the spots to allow them more access to the worlds.
