If we take the "half the poker league was lost" line at face value we could take it to assume that everyone at castle oblivion was part of the league, but seeing as how there were five murdered members (Larxene, Vexen, Marluxia, Zexion and Lexaeus) and at the time of Luxord receiving this information axel was presumed to be dead too, which means that the poker league could have 12 players.

This means that the entirety of organisation 13 barring Roxas and Xion was part of the league.

However, I cannot see Xemnas taking part in such shenanigans, so I have to assume the actual amount of poker league members was 10, so all of organisation 13 except Xemnas (because his free time is spent moon worshipping), Saix (because he's a no fun dickhead), and Roxas and Xion (underage... The Org does have standards y'know)
