He adds some flavour

He livens up the pace

He's memorable because his interactions with the cast and hence the player leave some type of effect

All the FF characters, regardless of how much of a departure they may be from the source material, do this

I didn't know who Setzer was when I first played but why does he stick in my memory more than other random npcs? Because he had interesting interactions
