Nomuras says all this stuff while the game is in development, and it really does change considering originally, some npcs were supposed to help in some enemy encounters and that never happened

this would be great like 15 does it except its not just battle its all the time

It's a character you see for 2 seconds in a cutscene

But not an NPC
