bc at this point most people are already 99 and expect them to be tuned for 99

I have like 3 save files. One being at 36, the other 51 and last one 99

Also a proud file but don't remember the level on that one

but it shouldn't be a problem for them to add a scaling mechanic that checks if you are lvl 1

and scales your damage properly if you are lvl 1

I mean most on lvl 1 is ok if you really get all the treasures and bufffood etc. but superbosses without scaling could be a nightmare
