he had a true goal in mind with making 13 norts

im not so iffy on xemnas, because he was really doing his own thing, sure his plan was associated with that of xehanorts, but he never showed any sign of intending to use them like that

i like to think the personality differences in ansem and xemans is part due to their nature as non human creatures and Terra

and sure he may have regained some memories of his time as master xehanort, but it seems like the goals of xehanort were never truely regained to him
